Part 107 PIC — contractor policy and flight procedure

Read this from home before you apply and before you travel. This is the operational annex for one daytime visual-line-of-sight test in southern Puerto Rico, current as of 19 September 2026. Nucleo International Corporation, doing business as Atomic Network, furnishes the DJI Air 3S. You fly as an independent contractor, not as an employee.

This page is not the signed independent contractor agreement, not an offer of employment, and not a claim that Atomic Network is live. Payment, tax, insurance, and legal terms live in the written contract. If a signed contract and this page ever conflict, the signed contract controls. FAA Part 107, as written on the test date, outranks both if they ever conflict with the regulation.

Who you are on this engagement

You are engaged, if selected, as an independent contractor Remote Pilot in Command (PIC) under 14 CFR Part 107. You are not an employee, partner, officer, or agent of Nucleo International Corporation.

You do not have authority to bind the corporation, open accounts, speak to press, or represent Atomic Network as live infrastructure.

You invoice as a contractor. The corporation does not withhold U.S. income tax as an employer, does not provide employee benefits, and does not place you on payroll from this site. Puerto Rico service-payment withholding (commonly 7% unless a Hacienda waiver is on file) and Form 480.6 reporting are the corporation’s tax file — you still complete whatever W-9, employer-identification, or Hacienda form the contractor packet asks for.

PIC authority under Part 107 (you decide go / no-go) does not make you an employee. Counsel will keep operational control of the flight with you, and commercial control of the engagement with the corporation. You may not subcontract the PIC seat without written consent.

Scope of work

One controlled daytime VLOS test in southern Puerto Rico. The exact site, date, and launch window are issued in writing after credential review. Do not self-deploy.

Aircraft: DJI Air 3S, furnished by Nucleo International Corporation. Registration, Remote ID serial, and DJI account stay in the corporation’s name. Do not bring a personal aircraft unless the corporation asks in writing.

Mission: execute the briefed pattern, capture the briefed media and telemetry, land, and return the aircraft and data. No freestyle, no sightseeing, no extra sites, no second aircraft (14 CFR 107.35).

This is not BVLOS. This is not night. This is not operations over people. This is not a waivered operation unless a written FAA waiver or authorization is later issued to the corporation and attached to the brief. Until then: daytime, VLOS, Part 107 as written. A 2026 BVLOS NPRM does not authorize this test.

This is not a public network operation, not a deposit product, not a token event, and not a passenger or cargo-for-hire flight. NDAA / federal-funds aircraft rules, if they ever apply to the corporation, are the corporation’s problem — you do not swap the Air 3S on your own.

What the file must contain

Current FAA Remote Pilot Certificate with a small UAS rating. You must be at least 16. TSA vetting is already behind a real certificate — do not apply on a UAG passing score alone.

Aeronautical knowledge recency under 14 CFR 107.65: initial UAG, or free FAA recurrent ALC-677 (or ALC-515 if you also hold a current Part 61 flight review), completed within the previous 24 calendar months on the test date. Recurrent from before 6 April 2021 does not count.

Government photo identification. The certificate and that ID must be in your physical possession and readily accessible for the entire operation (14 CFR 107.7).

Resume describing PIC time, platforms, and any Puerto Rico or Caribbean field work.

Certificate image or PDF and UAG / recurrent proof, uploaded on Apply (PDF or JPG).

A reachable phone and email. If you are not eligible to contract in Puerto Rico, do not apply.

The corporation may request a short prior-flight video, proof of recurrent training, tax forms, and a signed independent contractor agreement before any aircraft is issued.

PIC authority and hard limits

You are the Remote Pilot in Command (14 CFR 107.19). If it is not safe, you do not launch. No person on site may order you to violate Part 107 or the brief.

Hard limits unless a later written brief and, where required, an FAA waiver say otherwise: daytime only (abort before official sunset); visual line of sight, unaided except corrective lenses; one small UAS; at or below 400 ft AGL unless within 400 ft of a structure as 107.51 allows; groundspeed at or below 100 mph (87 kt); visibility at least 3 statute miles; 500 ft below clouds and 2,000 ft horizontally from clouds; yield right of way to all aircraft; no flight over unprotected people; no operations from a moving vehicle; no hazardous materials; no alcohol within eight hours or with a BAC of 0.04 or more (14 CFR 107.27).

Medical: you do not need an FAA medical certificate, but you may not act as PIC, observer, or direct participant if you know or have reason to know of a physical or mental condition that would interfere with safe operation (14 CFR 107.17). Heat illness, dehydration, and fatigue in southern Puerto Rico count.

Remote ID: the Air 3S is a Standard Remote ID aircraft. You confirm RID is broadcasting before launch. If RID is inoperative, you do not launch. FRIA is not the plan for this test.

Airspace: Class B, C, D, and surface Class E require FAA authorization before launch (LAANC or FAADroneZone). UAS Facility Maps are planning aids, not permission. If the issued site is Class G and clear of TFRs, you still check. If it is not authorized, you do not launch.

Weather: you make the go / no-go against METAR/TAF for the nearest field (often TJPS / Ponce Mercedita or as the brief names), wind, rain, density altitude, and the Air 3S manual.

Aircraft, batteries, and data

The Air 3S, batteries, RC, cables, ND filters, memory cards, and case remain property of Nucleo International Corporation. You hold them as a bailee for the test window only. FAA registration marking and RID serial stay as issued — you do not resticker the airframe.

Do not take the aircraft off the issued site. Do not install unofficial firmware. Do not pair the aircraft to a personal DJI account. Do not pirate a GEO unlock. If DJI geofencing covers the site, the corporation handles any lawful unlock before you arrive.

Preflight and postflight inspections are yours (14 CFR 107.15, 107.49). Log airframe, batteries, and any nicks. Report damage immediately. Do not fly a damaged or swollen-cell aircraft. Lithium packs stay in shade, never on a dashboard, never in a sealed hot car.

All media, telemetry, logs, and stills from the test are work product of the corporation. Memory cards stay with the corporation at close of day. Do not keep copies on a personal phone or cloud.

Loss, theft, or unrepaired damage caused by willful misconduct or gross negligence is the contractor’s responsibility under the signed agreement. Ordinary test risk is addressed in that agreement — not on this page.

Site, people, and confidentiality

Landowner or lawful occupier permission is the corporation’s to obtain. You do not launch until that permission is in the site pack. Private land in Puerto Rico is not public airfield. Sensitive ground (wildlife refuges, dry forest, ports, power, schools) is a no if it is not in the brief.

Arrive on time, sober, hydrated, and in clothing that can take sun and rotor wash. Closed-toe shoes. Water. No bystanders in the launch box. No guests.

A visual observer may be assigned. If assigned, 14 CFR 107.33 applies: effective communication at all times, and VLOS still met by you or the observer. You remain PIC. Brief the observer before first launch.

Do not film uninvolved people as the subject. If a person enters the frame, you divert or land. No live streams. No TikTok, Instagram, or X posts of the aircraft, site, or personnel without written consent.

You will not say, on or off camera, that Atomic Network is live, that NUCLO DeFi is open, or that this test is a public product launch. It is a controlled field test.

You keep confidential: site coordinates, the brief, logs, who was present, and any banking or corporate material you overhear. That duty survives the test day.

Safety events, FAA, and police

You may abort without permission. HOLD, LAND, KILL are the abort words. Yield to manned aircraft. If VLOS, RID, link, battery, people in the box, or weather fail, you land.

Injuries or property damage: stop flying, secure the scene, call 9-1-1 if needed, then the corporation contact. Do not post. Do not admit legal fault on camera.

14 CFR 107.9: no later than 10 calendar days after an operation that causes serious injury or loss of consciousness, or property damage (other than the sUAS) over $500 to repair or to replace, the PIC reports to the FAA in a manner acceptable to the Administrator. You also notify the corporation the same day so counsel can open a file. A flyaway with no injury still gets a written internal report.

On FAA or law-enforcement request you present certificate and photo ID, and you allow inspection of the sUAS (14 CFR 107.7). You are polite, you do not argue airspace on the roadside, and you call the corporation contact. You do not consent to a search of personal devices beyond what the law requires — that is a counsel question, not a field argument.

09 — From home to closeout

Complete flight procedure

Read this in order. This is what the PIC does, from the sofa to the last invoice, for the daytime VLOS test. The corporation provides the Air 3S. You provide the certificate, the judgment, and the flight.

    Read this page at home

    Read every section. If you cannot meet a hard limit, do not apply. Save this page. You will bring your Remote Pilot Certificate and photo ID on your person, not in a car down the road.

  2. 02

    Apply with the file

    Use Apply Job. Full name, email, phone, subject, message. Attach resume and Part 107 / UAG or recurrent proof (PDF or JPG, more than one file). Do not mail originals.

  3. 03

    Wait for written confirmation

    Do not travel until you have a written date, site window, and point of contact. A form receipt is not a hire. The corporation may close the seat without comment.

  4. 04

    Credential check

    Certificate, photo ID, and recency (UAG or ALC-677 / ALC-515 within 24 calendar months) ready for inspection. If the file is incomplete, the day is cancelled.

  5. 05

    Sign the contractor packet

    Independent contractor agreement, confidentiality / IP, safety brief, emergency contacts, and tax forms (W-9 or Hacienda as asked, including any 7% withholding waiver). No signature, no aircraft. Payment terms are only in that packet.

    Home study of the brief

    When the site pack arrives: airspace class, UASFM grid if any, nearest airport (often TJPS), NOTAMs, TFRs, sunrise/sunset, lost-link, abort points, landowner permission, and the exact flight pattern. Install a current LAANC USS app even if the site looks like Class G. Ask questions before you drive.

    Day-before checks

    Sleep. No alcohol. Water plan for heat. Check TAF / METAR trends, TFRs, phone charge, and that your certificate is in the bag. Confirm meeting time. If weather is already unworkable, say so the night before.

    Arrive at the issued site

    Southern Puerto Rico, location as written — not a public mailing address on this site. Check in with the corporation contact. No guests. No extra vehicles in the launch box. Hydrate.

    Confirm site control

    See the landowner or occupier permission in the pack. Walk the boundary. If permission is missing, or if the ground is a refuge, school, port, or other sensitive site not in the brief, you do not unpack the aircraft.

    Safety brief on site

    This is 14 CFR 107.49(b). Everyone participating hears operating conditions, roles, hazards, contingency, and emergency. Walk launch and recovery, people, roads, animals, power lines, sun angle. 9-1-1 location and nearest hospital from the emergency sheet. Assign a visual observer if one is provided. Abort words: HOLD, LAND, KILL.

    Issue of the Air 3S

    Inventory the case with the corporation contact: airframe, RC, batteries, cards, cables. Photograph any existing marks. Confirm FAA registration marking and Remote ID serial against the corporation’s aircraft file. Do not resticker. Do not skip the manufacturer preflight.

    Airspace and weather go / no-go

    You run the chart, Class G vs B/C/D/E, LAANC or FAADroneZone if required, NOTAMs, TFRs, visibility, ceiling, 500/2,000 cloud, wind, density altitude, and battery count. Yield-to-aircraft plan. If any item fails Part 107 or the brief, you call no-go. The corporation accepts a no-go.

    Preflight (14 CFR 107.49)

    Assess people and property on the surface and in the air. Control link. Power for the intended time plus reserve. Nothing attached that is not briefed. Props, arms, lens, compass / IMU as required, home point, RTH altitude, geofence, max altitude 400 ft unless the brief and 107.51 allow more. RID broadcasting. Certificate and ID in your pocket. Memory card on the corporation’s folder structure. Compass away from vehicles and power. Do not launch if DJI says takeoff is not permitted.

    Launch

    Daylight. VLOS. Clear the box. Hover, control check, then the briefed pattern only. No extra orbits for personal footage. One aircraft. Stay inside the envelope.

    In flight

    Eyes on the aircraft. Scan for manned traffic. Observer if assigned. If VLOS is about to break, you land. If a person enters the box, you land. If RID, link, or battery is abnormal, you land. Abort without permission. Do not fly over people. Do not chase a vehicle.

    Emergency

    Land if you can. Flyaway: last known, home point, notify the contact, follow the lost-link card. Injuries or property damage: stop, secure, 9-1-1 if needed, then the corporation. Do not post. Do not admit fault for the camera.

  17. 17

    If police or FAA stop the operation

    Power down if safe. Present Remote Pilot Certificate and photo ID. Allow inspection of the sUAS. Call the corporation contact. Do not argue. Do not hand over personal phones or cloud logins unless counsel later says so.

    Recovery and postflight

    Land, disarm, inspect airframe and props, log cycles, cool batteries in shade, and return every item to the case. Note defects in writing before you leave the site. Swollen or hot packs stay out of the sealed case until they are safe.

    Data handoff

    Memory cards, flight logs, and stills stay with the corporation. Confirm the contact has the files before you drive away. Delete any incidental copy on a personal device in their presence.

    Write the day’s record

    PIC name, certificate number, recency date, site (as coded in the brief), times, airspace, weather, batteries, what flew, defects, and any near-miss. Counsel wants a paper trail even though Part 107 does not require a logbook. If 107.9 is triggered, the PIC files the FAA report within 10 calendar days and copies the corporation the same day.

    Debrief

    What flew, what did not, weather, airspace, and any near-miss. Keep it factual. No marketing language. No claim that Atomic Network is live.

    Leave the site clean

    No trash, no props left, no public talk about the coordinates. Confidentiality continues after you leave southern Puerto Rico.

    Invoice as agreed

    Bill only under the signed independent contractor agreement, with the tax ID the packet used. This website does not set a rate and does not pay from the form. Do not request crypto, tokens, or NUCLO as compensation.
